Randall Lorett, President & CEO

24 years of field experience in inspection and safety on new construction, rehabilitation and maintenance of pipeline systems. He has held several positions during this period such as a Radiographer Level II and CWI Welding Inspector using API 1104, API 1107,B31.1, B31.3, B31.8 and B31.G. He is an Evaluator for MEA and Veriforce, as well as a Certified Master Trainer and an Assessment Administrator for NCCER. He has successfully completed the OSHA 510 and OSHA 500 courses. He has conducted and attended numerous seminars on safety in the pipeline industry and has written many safety manuals and training programs per OSHA standards.

Over 38 years of technical and management experience including 29 years with his previous employer, Mid-America Pipeline Company of Tulsa, OK. His experience includes all phases of construction and project management, operations and maintenance management, and the coordination of quality control and inspection functions. In addition, he has hands-on experience as a Chief Inspector, Welding Inspector, Pipe Mill Inspector and Vendor Inspector.

28 years of experience in construction, inspection, & safety in fields of new construction, rehabilitation programs, & maintenance programs in the pipeline industry, as well as truck-loading terminals, gathering systems ( HDPE & steel from wellhead to trunkline ) & fiber optic installations nationwide. Positions held: include Systems Consultant, Chief Inspector, & Utility Inspector.

Matt Kesner, Manager of Field Services

23 years of combined experience in system installation, operations, maintenance, rehabilitation, inspection, quality control, and management in the pipeline industry and municipal/civil fields. He has specialized in performing equipment and process inspections and evaluations to develop comprehensive maintenance plans for new and existing infrastructure systems. Titles held include Construction Services Technician, Operations and Maintenance Specialist, and Manager of Operations.

Richard Grogan, VP of Pipeline Integrity Services

20 years of field and management experience in the oil and gas industry, including 7 years with Mid-America Pipeline Company and Williams Energy Services. Richard has extensive experience in all phases of pipeline integrity, route surveying, construction inspection, and right of way services. Richard has also worked on fiber optic long hauls and electric transmission lines. In addition, he is exceptional at business development and maintaining strong business relations.

Dustin Weese, Safety/OQ Manager

An Advertising/Marketing graduate from Northeastern State University. Over 10 years of experience as a Project Manager and Chief Inspector for fiber optic and petroleum industry new construction and integrity maintenance of pipeline systems. Currently an Evaluator for MEA, Veriforce, PEC, PIC, OQSG, and ASAP, as well as a Certified Craft Trainer and Assessment Administrator for NCCER. An OSHA Master Trainer certified to conduct 10 and 30 hour Construction Outreach Training. He is a DER for TIR’s drug and alcohol program in accordance with the DOT. He also conducts First Aid and CPR Training in accordance with American Red Cross.

Dan O'Keefe, CPA, Chief Financial Officer

Mr. O’Keefe, an accounting graduate from the University of Kansas, has over 15 years of accounting and finance experience at the senior level. Starting with his career in public accounting with Price Waterhouse Coopers in 1990, he has held progressive positions with several private as well as publicly held corporations. Prior to joining TIR, Mr. O’Keefe held the position of Chief Financial Officer of a publicly traded distribution company listed on the NASDAQ Exchange. Mr. O’Keefe earned his CPA license in 1993.

Scott Miles, Business Development Officer

Over 30 years of oil field management experience with Halliburton and TD Williamson among others. Scott has diverse pipeline experiences including pipeline construction, project management, pipeline operations, and integrity management. Scott's primary focus has always been the client; with whom we partner every day to deliver safe and reliable solutions. Additionally, he has worked with some of the industry leaders to ensure that their specific requirements are adhered to or exceeded.
